Unfortunately, the law is massively self referential – and there is an awful lot of it. All too often to understand one thing you have to understand another – there are laudable efforts towards consolidation and clearer drafting, but it’s a long haul. John Sheridan’s project trying to apply design patterns to legislation could well be useful here – it’s to be hoped that there will be more public information on this soon. I made a few remarks on the causes of complexity as part of the Guardian’s good law discussion.
