Yes, I've seen that. It's especially clear when there are multiple elements in an icon (I think the one I saw had an envelope and an unread count, or something). But, in this specific case - what's better about one cog icon versus the other? I can see a minor difference, but even at gunpoint I couldn't tell you which was superior!
