The use of VHS tapes is actually explained in the Red Dwarf 2009 Easter special- Back To Earth. According to that, the DVD format was forever being lost or misplaced as people seemed to have an inability to return the correct discs to the correct cases. And so at some point in our future (according to Red Dwarf), the decision to return to video cassette occurs.
