Agree on the general consensus here that option 3 + Google Translate option may be best. It's also true that option 2, sending someone to the wrong language, would certainly deter them from scanning any other codes, especially if they're frustrated by the language they were sent to. I fear I can offer no help in regards to the technical logistics behind how to list them or which languages to suggest, etc. But (hesitatingly) agree that English should be towards the top of the suggestions, if only because the article will more than likely exist there and then can be google translated if needed.
